Terms of Use
Article 1 (Purpose)
The purpose of these Terms is to set forth the conditions and procedures for the use of the Internet Information Services (hereinafter referred to as the "Services") provided by the Chungnam Content Agency (hereinafter referred to as the "CCA").
Article 2 (Effect and Amendment of Terms)
- These Terms take effect when announced to users via the CCA service screens.
- The CCA may amend these Terms if deemed necessary. The amended Terms shall take effect once notified in the same manner as described in Paragraph 1.
Article 3 (Compliance Outside the Terms)
Any matters not specified in these Terms shall follow the relevant laws and regulations.
Article 4 (Definitions)
The definitions of terms used in these Terms are as follows:
- “Services” refers to all information and ancillary services (information provision, guidance, support services, etc.) provided by the CCA.
- “Member” refers to an individual or corporate entity that registers by providing personal information to the CCA and is continuously able to use the services.
- “Non-member” refers to a person who uses the services provided by the CCA without registering as a member.
- “User” refers to both members and non-members who use the services provided by the CCA.
- “Service Agreement” means a contract concluded between the CCA and the user for the purpose of using the services.
- “ID” refers to a combination of letters and numbers determined by the member and approved by the CCA for user identification and service use.
- “Member Information” refers to personal details registered at the time of the Service Agreement, such as ID, name, address, phone number, resident registration number, occupation, etc.
- “Password” refers to a combination of letters and numbers set by the member to verify identity and protect privacy.
Article 5 (Membership Registration)
- Users may apply for membership by filling in the registration form set by the CCA and indicating agreement with these Terms.
- The CCA shall register applicants as members unless they fall under any of the following cases:
- If the applicant has previously lost membership, unless three years have passed since the loss and CCA has approved re-registration.
- If there are false entries, omissions, or errors in the registration details.
- If it is deemed that membership registration would significantly disrupt the CCA’s services.
- The Service Agreement is established when the CCA’s acceptance of the application reaches the member.
Article 6 (Modification of Member Information)
Members must update their information online if there are changes, or may request modification from the administrator. Members are responsible for any issues arising from failing to update information.
Article 7 (Termination of Agreement)
- Users may terminate the service agreement by submitting a cancellation request in advance via email, visit, telephone, or fax to the CCA.
- The CCA may terminate the contract without prior notice if the member falls under any of the following:
- If the member damages the reputation of the CCA.
- If the member intentionally disrupts service operations.
- If the member misuses another member’s ID and password.
- If the membership application was falsified.
- If the member engages in acts that undermine national interest or public welfare.
- If the member is deemed unsuitable by the CCA.
Article 8 (Provision of Services and Advertisements)
- The CCA may post advertisements on service screens, websites, or emails in connection with free service operations.
- The CCA may add or change service content as necessary, and such changes shall be announced in advance.
Article 9 (Use of Services)
- Services shall, in principle, be available 24 hours a day, year-round, unless there are special technical or operational issues.
- However, services may be suspended due to force majeure such as natural disasters, government budget changes, actions by other institutions, system inspections, overloads, or failures.
- The CCA shall notify users of changes in service details to ensure effective use.
- Members must comply with intellectual property rights and requirements related to the data and databases provided by the CCA.
Article 10 (Restriction and Suspension of Services)
- The CCA may restrict or suspend part or all of the services in the following cases:
- If unavoidable due to maintenance, regular inspection, or construction of service equipment.
- If a telecommunications carrier suspends telecommunication services under the Telecommunications Business Act.
- If a national emergency, war, or comparable crisis occurs or is likely to occur.
- If service use is disrupted due to system failures or overloads.
- If a member significantly violates their obligations under Article 13.
- If services are restricted or suspended under Paragraph 1, the CCA shall promptly notify members of the reason and duration via notices or email.
Article 11 (Obligations of the CCA)
- The CCA shall make every effort to continuously and stably provide services in accordance with these Terms and relevant laws.
- If a member’s complaint or opinion is deemed valid, the CCA shall process it promptly through appropriate procedures. If delayed, the member will be informed of the reason and schedule.
- The CCA is not responsible for damages arising from members’ selective use of service materials or failure to achieve expected benefits.
Article 12 (Protection of Personal Information)
- The CCA uses member information solely for service operation and improvement purposes.
- Information acquired shall not be disclosed to third parties without the member’s consent, except when necessary for product delivery or required by law.
- The CCA makes every effort to protect member information.
Article 13 (Obligations of Members)
- Members must comply with relevant laws, these Terms, service notices, and instructions, and must not engage in acts that interfere with the CCA’s operations.
- Members shall not use information obtained through services without prior consent of the CCA for copying, reproduction, modification, translation, publication, broadcasting, or provision to third parties.
- Members are responsible for maintaining their ID and password and for all activities conducted under their credentials. Any unauthorized use must be reported to the CCA immediately.
- Members must provide truthful, accurate, and current information at the time of application and keep it updated.
- Members shall not post obscene content, defame or insult others, or infringe on others’ intellectual property rights.
[Supplementary Provisions]
(Effective Date) These Terms shall take effect as of May 1, 2002.
(Transitional Measures) Existing users of CCA information services prior to the effective date who do not agree with these Terms must cancel their registration. If a user does not cancel within three months from the effective date, they shall be deemed to have agreed to these Terms.
